The Monographs produced by the International Agency for Research on Cancer (IARC) apply rigorous procedures for the scientific review and evaluation of carcinogenic hazards by independent experts. The Preamble to the IARC Monographs, which outlines these procedures, was updated in 2019, following recommendations of a 2018 expert Advisory Group. This article presents the key features of the updated Preamble, a major milestone that will enable IARC to take advantage of recent scientific and procedural advances made during the 12 years since (...) the last Preamble amendments. The updated Preamble formalizes important developments already being pioneered in the Monographs Programme. These developments were taken forward in a clarified and strengthened process for identifying, reviewing, evaluating and integrating evidence to identify causes of human cancer. The advancements adopted include strengthening of systematic review methodologies; greater emphasis on mechanistic evidence, based on key characteristics of carcinogens; greater consideration of quality and informativeness in the critical evaluation of epidemiological studies, including their exposure assessment methods; improved harmonization of evaluation criteria for the different evidence streams; and a single-step process of integrating evidence on cancer in humans, cancer in experimental animals and mechanisms for reaching overall evaluations. In this essay, I read Stuart Hall’s idea of “politics without guarantees” as meaning that all concepts are saturated with history and that no use of a concept can prevent it from being co-opted. The contribution of this reading is that it shifts the task of critical theory: if all concepts carry limitations and can be used to advance domination, then critical theorists need not search for pure concepts or worry about how to prevent our concepts from being captured. (...) Instead, our task is to strategically leverage always already imperfect concepts with a view toward shared political goals. For an example of this kind of critical theory, I look to W. E. B. Du Bois’s uses of “human,” “humanity,” and “human rights” in Black Reconstruction, which I suggest were informed by how he came to understand “humanity” in John Brown. (shrink)

Buxrr HAS ADDUCED,Isaac Barrow (1630-1677) in his philosophy of space, time, and mathematical method strongly influenced the thinking of Newton: The recent publication of an early paper written by Newton (his De gravitatione et aequipondio fluidorum)2 affords evidence not known to Burtt of Newton's indebtedness in philosophy to Barrow, his teacher. Prior to its publication in 1962, this paper was (...) utilized by Alexandre Koyrd in his essay, "Newton and Descartes," 3 a study based on the third Horblit Lecture in the History of Science which he gave at Harvard University, March 8, 1961. Koyr8 maintains that there is a radical opposition in Newton's Principia not only to Descartes' purely scientific theories but also to the Cartesian philosophy. Yet, as he remarks, "we do not find in the Principia an open criticism of the philosophy of Descartes.... " He attributes this fact principally "to the very structure of the Principia: it is essentially a book on rational mechanics, which provides principles for physics and astronomy. In such a book there is a normal place for the discussion of Cartesian optics, but not of the conception of the relations of mind and body, and other such things." Koyrd asserts, nonetheless, that the criticism is not absent. It lurks in Newton's carefully worded definitions of fundamental concepts--those of space, time, motion, and matter--and becomes more apparent in the Optice of 1706 and in the second odition of the Principia. In support of this argument, he makes much of young Newton's unfini.~hed paper. At the end of his explanation he remarks: "I have already digressed enough; let us return to the main theme." He proceeds to set forth fifteen more definitions and then turns to the demonstration of two "Propositions on Non-Elastic Fluids." " What we here learn from Newton about space in confutation of Descartes is to be found in Barrow's tenth mathematical lecture, "'Of Space, and Impenetrability." 5 In this lecture, Barrow opposes both Descartes and Hobbes. He objects, as does Newton, to the position taken by Descartes in his Principia Philosophiae, namely, "it is necessary.forMatter to be infinitely extended." He proceeds, as does Newton, to show how "very much Cartesius's great Subtility has failed him in this Case" to conclude that there is space empty of matter and distinct from magnitude from which an infinity of matter cannot be deduced. The correspondence of arguments tendered by Barrow and Newton indicates that the tenth lecture constituted a source from which Newton gleaned principal objections to Descartes' Principia Philosophiae. Heidegger affirmed traditional technology, but was opposed to science-based modern technology, in which everything (including man) is considered to be a mere “resource”. This opposition was expressed in the form of deep questioning and a suspicion of superficial evaluation, because the true nature of things was often concealed, though disclosed at times. Ways in which engineers should question technology are proposed, highlighting some of the hazards and injustices associated with technology and also its subtle sociological and psychological influences. Neuroscience of art might give us traction with aesthetic issues. However it can be seen to have trouble modeling the artistically salient semantic properties of artworks. So if meaning really matters, and it does, even in aesthetic contexts, the prospects for this nascent field are dim. The issue boils down to a question of whether or not we can get a grip on the kinds of constraints present and available to guide interpretive behavior in our engagement with works of fine (...) art. I argue that biased competition models of selective attention can be used to solve this problem, generalize to the affective content of our responses to artworks, and so show that research in cognitive neuroscience is germane to the types of problems of interest within the philosophy of art. There are a growing number of publications arguing that if we had more wonder in social life, then its quality would be significantly improved, and that we therefore need an “ethics” or a “politics” of wonder. The aim of this paper is to show that that message is unfortunate, and this is for two reasons. First, wonder does not generally have the positive political and moral effects that are attributed to it, so to assume that it does may lead one (...) to adopt unrealistic social policies. Second, wonder does potentially have a number of negative moral and politicaleffects, so social policies that put a premium on wonder may bring adverse consequences. In this way, the paper makes a general case against wonder as a positive force in morality and politics. (shrink)
